“Toward the unity of all Ecuadorians”

The Text of the Historic Agreement Between the Citizens’ Revolution and the Pachakutik Movement
The Ecuadorian people are going through an acute economic, political and social crisis, expressed in the violation of our fundamental rights, insecurity and violence, unemployment, the violation of the Constitution and the law, co-optation of the functions of the State, the squandering of public resources and corruption in favor of the businesses and companies owned by the President of the Republic's family.

This economic, political and social crisis is pushing our society to its limits, so that in the face of this harsh situation the unity and joint action of social and political organizations and movements is the best guarantee to seek democratic solutions. Consistent with the above, the left and progressive forces must responsibly assume the challenge of overcoming our differences and conflicts to be able to respond forcefully against the causes and beneficiaries of the crisis. The advance of a violent, oligarchic, anti-democratic right wing urgently demands the unity of all Ecuadorians, the left, social organizations, progressive movements to stop the fiercest expression of neoliberalism in Ecuador.

With this objective, the progressive and left-wing social movements, Indigenous peoples and nationalities, and the Movement of Plurinational Unity Pachakutik, subscribe to this AGREEMENT FOR LIFE AND PLURINATIONALITY of the Ecuadorian people, committing ourselves to promoting a great process of unity across Ecuadorian society to confront the advance of the neoliberal, violent and authoritarian right wing, and to work towards a solution to the crisis and violence, prioritizing the human being and dignity, social equity and respect for our fundamental rights that the Constitution and the law guarantee us. This is why the government of Luisa González must be a government that works urgently in the search for better days for an Ecuador with JUSTICE, JOBS AND PEACE; for a plurinational and intercultural country, with fairness and solidarity.

We hereby adopt the following agreements:

  1. To fight against insecurity in Ecuador, through the immediate provision of quality equipment to our public security forces, as well as the implementation of plans and public policies that urgently confront the social problems and poverty that Ecuadorians are going through, implementing a comprehensive security plan with respect for human rights.
  2. Immediate and permanent actions to confront illegal mining: mining audits and mining moratoria. To eliminate large-scale open-pit mining in watershed recharge and biodiversity zones, as well as comply with the popular consultations in Yasuni, Choco Andino, Azuay and others. Respect for free, prior and informed consultation. To avoid the expansion of the oil frontier and create a national plan to confront climate change and promote renewable energies. 
  3. To guarantee and strengthen the Intercultural Bilingual Education System, in coordination with the State and in accordance with the principle of self-determination of Indigenous, Black, Cholo and Montubio peoples.
  4. To initiate immediate measures for the collection of outstanding debts by the Internal Revenue Service (SRI) of the largest tax evaders.
  5. Forgiveness of overdue debts of up to ten thousand dollars (US $10,000) to the poorest sectors of Ecuador in the agricultural and fishing sectors.
  6. To reestablish the value added tax (VAT) at 12%.
  7. The repeal of all decrees issued by Daniel Noboa that threaten the Ecuadorian legal system and the rights of Indigenous peoples and nationalities, as well as the human rights of all Ecuadorians.
  8. To reject the convening of a Constituent Assembly that restricts or undermines the rights of nature or attempts against the social conquests of Indigenous, Black, Cholo and Montubio peoples.
  9. To protect national productive capacity and guarantee food sovereignty, prioritizing the financing of sustainable productive programs for the peasant, Indigenous, Black, Cholo and Montubio peoples.
  10. Urgent implementation of comprehensive programs that facilitate the generation of employment, credit for housing, development of microenterprises, the popular and solidarity economy, entrepreneurship and labor access for young people and other initiatives. 
  11. To guarantee in the short term the right to free and quality health care with investments in medicine and equipment for public hospitals, as well as recruitment and employment stability for health professionals.
  12. To guarantee in the short term the right to free and quality public education, with urgent investment in infrastructure for schools, colleges and universities, allocating the budget required to improve and restore the education of our children and youth.
  13. To prohibit the privatization of our strategic sectors and public companies. To avoid megaprojects that affect biodiversity, guaranteeing the effective protection of natural reserves and intangible zones, prohibiting oil and mining activities in these areas. Implementation of conservation policies and respect for the rights of nature, flora and fauna.
  14. To guarantee a policy of respect for the diversity of peoples and implementation of policies for the construction of a plurinational and intercultural State with Indigenous, Black, Cholo and Montubio peoples.
  15. Promote in all public policies, equal access and respect for women and diverse identities, free from all forms of violence and with guaranteed rights as an essential element in the development of the country.
  16. To guarantee the rights of all workers and avoid worsening labor conditions. 
  17. Payment as soon as possible of the social debt and optimization of the central government's expenses in order to allocate them to the fulfillment of obligations with all State contractors such as security guards, cleaning service providers, food service providers, community educators, service providers of the Complementary Public Health Network such as dialysis clinics, the Society for the Fight Against Cancer, among others, establishing adequate payment schedules.
  18. To ensure transparent contracting in the energy sector and other strategic sectors, in compliance with the law.
  19. To reinstitutionalize public water policy and community water management. The State will promote investment in infrastructure projects, irrigation systems, water and sanitation.
  20. To promote public-private-community alliances, through international financing and the domestic promotion of diverse funding sources such as public banks and the popular and solidarity economy.
  21. To strengthen the Ecuadorian Institute of Social Security and reestablish Peasant Social Security.
  22. Conduct an audit of the debt in order to ensure transparency and promote proper economic management that guarantees legal certainty and promotes attracting foreign investment.
  23. To guarantee and strengthen dollarization.
  24. To implement assistance plans for our migrant brothers and sisters who return to Ecuador.
  25. To build a legislative agenda in defense of the rights of the Ecuadorian people that will allow governability and the strengthening of the Constitutional Rule of Law.

Finally, we call for the unity of all progressive and left-wing forces to reject the neoliberal project headed by Daniel Noboa. Instead, we endorse the candidacy of Luisa González Alcívar for the presidency of the Republic and support the present programmatic proposal for security, employment, the defense of natural resources and the welfare of the Ecuadorian people.

For the record of the agreement, the parties sign in the city of Alausí, parish of Tixán, province of Chimborazo on the thirtieth day of March of the year two thousand twenty-five.
